What is the Zero Rate Eco-Loan?

In fact, Finance Studio has signed the " Eco-Loan at Interest Agreement " and thus participates in the achievement of the Grenelle de l'Environnement objectives. This loan will help you make your home more economical, more comfortable and more ecological. You can undertake major work to better insulate your home, modernize your heating system or even use renewable energies.

The Zero Rate Eco-loan, also called PTZ, concerns owners or lessors occupying housing as their main residence or renting it out as such. A home is considered as a main residence when it is occupied for at least eight months in the year.

People affected by the individual Eco PTZ

  • Owner occupant or owner who rents or undertakes to rent his accommodation
  • Co-owner (and not the syndicate of co-owners) occupying or lessor to finance the share of works of collective interest carried out on the private parts . The eco-PTZ also makes it possible to finance work carried out on the common parts and equipment of the building.

The syndicate of co-owners can benefit from an eco-PTZ to finance work of collective interest carried out on private parts (energy saving work or reduction of greenhouse gas emissions). The collective eco-PTZ also makes it possible to finance work carried out on the common parts and equipment of the building.

Only co-owners of housing used or intended to be used as a main residence can participate in the collective eco-PTZ.

In addition to this collective eco-PTZ, each co-owner can apply for an additional individual eco-PTZ to finance work other than those carried out by the co-ownership.

Housing concerned

To be able to benefit from an eco-PTZ, your home must have been built for more than 2 years.

The accommodation for which the eco-PTZ is requested must be your main residence . You can also benefit from the eco-PTZ if you rent your accommodation to someone who makes it their main residence.

Choice of the company carrying out the work

Your work must imperatively be carried out by a company benefiting from a quality sign Recognized as guarantor of the environment (RGE) and Energy Saving partners of EDF.

Request for an additional eco-PTZ

Until 31 December 2021, you can request a 2nd eco-PTZ to the same dwelling.

The request for an additional eco-PTZ must be made within 5 years of the issuance of the 1st eco-PTZ offer.

This loan should finance other works than those of the 1 st eco-PTZ. They must relate to at least 1 of the following categories:

  • Thermal insulation of the roof
  • Thermal insulation of exterior walls
  • Thermal insulation of windows on condition that the materials used replace single glazed walls (at least half of the windows) and doors leading to the outside (at least half of the doors)
  • Insulation of low floors
  • Installation, regulation or replacement of heating or domestic hot water production systems
  • Installation of heating equipment using a renewable energy source
  • Installation of domestic hot water production equipment using a renewable energy source

The sum of the 2 eco-PTZs must not exceed € 30,000 .

1) Insulation work and / or installation of equipment:

The eco-PTZ can be granted, under conditions, to carry out one or more types of insulation work or installation of equipment allowing the use of renewable energy source.

Work concerned

To benefit from the eco-PTZ, your work must relate to at least two of the following categories:

  • Thermal insulation of the entire roof
  • Thermal insulation of exterior walls (at least 50% of surfaces)
  • Thermal insulation of windows on condition that the materials used replace single glazed walls (at least half of the windows) and doors leading to the outside (at least half of the doors)
  • Insulation of low floors in basements, crawl spaces or open passageways (100% of surfaces)
  • Installation, regulation or replacement of heating or domestic hot water production systems
  • Installation of heating equipment using a renewable energy source
  • Installation of domestic hot water production equipment using a renewable energy source

Amount of the loan

The amount of the eco-PTZ is:

  • From € 10,000 to € 25,000 for a bouquet of 2 works,
  • From € 10,000 to € 30,000 for a package of 3 or more jobs.

2) Improvement of the level of overall energy performance

Work concerned

To benefit from the eco-PTZ, the work carried out in your home must make it possible to achieve a minimum overall energy performance determined by a thermal study carried out by a design office. The work must make it possible to obtain:

  • annual conventional consumption of less than 331 kWh / m² in primary energy for heating, cooling and hot water production,
  • and an energy saving of at least 35% compared to the annual conventional consumption of primary energy before works for heating, cooling and hot water production.

Amount of the loan

The maximum amount of the eco-PTZ is € 30,000 .

Eco-loan and RGE qualification

Since Decree No. 2014-812 of July 16, 2014, owners must use the services of a certified professional RGE (Recognized Guarantor of the Environment) to be able to benefit from the eco-PTZ. This eco-conditionality has been applied since September 2014 in mainland France and since October 2015 in the overseas departments: it determines the conditions of access to the zero-rate eco-loan for individuals.

Since January 1, 2016, professionals must obtain the RGE mention as a sign of quality and compliance with the conditions set by an order of December 1, 2015 to allow their customers to benefit from the eco-PTZ. The RGE qualification is issued by independent bodies which comply with the requirements defined by a charter. The RGE label is granted to the company / craftsman who requests it, following the examination and audit of their skills, references and achievements. He must also obtain accreditation from Cofrac, the French accreditation committee.
